I suggest having two Neo Genesis Seadra with three Fossil Horsea will result in more efficiency.  Seadra and Horsea have lower attack costs with better results.  The Elekids are Murkrow bait, so drop them.  I hope that's a Base Set Electabuzz there.

I suppose that Super Rod is okay, but wait until there's a Basic and an Evolution card in your discard pile that you want to use before playing it.  That way it's a win-win situation.  The lone Mary isn't doing much, so take it out in favor of another Oak.  Full Heal Energies work better than Miracle Berries, so make a switch there.  Energy Search?  Might as well just use an Oak and get Pokémon, Trainers, and your desired Energy.  Take out the Energy Searches for a fourth Oak and a third Comp. Search.  I think you should try to get more Berries and Gold Berries (they're only Commons and Uncommons for goodness sakes) but until you do I guess that one apiece will live.  Finally, max out the Gusts.
